The Home Electrification and Application Rebates (HEEHRA) Program provides rebates to low-to-moderate-income Californians for new efficient electric equipment. The rebates are funded by the federal Inflation Reduction Act, which is overseen by the U.S. Department of Energy and managed by the California Energy Commission. HEEHRA rebates will be administered by the existing TECH Clean California initiative and available to homeowners through TECH Clean California-certified and HEEHRA trained contractors.

HEEHRA Rebates – Eligible Homes, Equipment, and Income

Eligible single family homes must be in California, be an existing home (not new construction), and are defined as 4 or less units. It includes manufactured/mobile homes, duplexes, triplexes, fourplexes, and individual condominiums.

Rebates are available for new heat pump heating, ventilation, and conditioning (heat pump HVAC) systems in existing homes.

California residents with single family household incomes between 80% and 150% area median income are eligible for up to $4,000.

Californians with single family household incomes less than 80% area median income are eligible for up to $8,000.

Household income must be verified through this portal to confirm customer eligibility for the appropriate rebate amounts.

The following is required to complete the HEEHRA Income Verification application:

• Email address of your TECH Clean California contractor. You and your contractor will be notified of the result of your verification application via email.
• Income documents for all adults in the household. Check the income guidelines for your county HERE. Check income documentation requirements and acceptable types of income documentation HERE.
• You must reside in a single family dwelling — defined as a property that is four dwelling units or less — or in a single owner-occupied dwelling unit in a larger multi-unit building (such as a condominium unit).
